Description
First photograph caption dated February 15, 1963 reads "Honeymoon over." The article partially reads "The uneasy honeymoon of Dr. Max Rafferty, state superintendent of public instruction, and the State Board of Education is apparently over. The problem : disagreement over who wears the pants in the State Department of Education family. Rafferty, meeting with the board in Los Angeles, clashed Thursday with some board members over the question of who speaks for the department on policy issues."; Second photograph caption dated March 18, 1963 reads "It's something he can't avoid. He inherited it. Last Nov. 7."
