Dilek Turumtay Dikicioglu was born in Turkey in 1955 and studied at Gazi University in Ankara. She came to Portland, OR, in 1979 to train at Tektronix, a company that designed test and measurement equipment. She moved to Los Angeles in 1981 and became owner of Petcon Technologies, Inc., which provided service station equipment and supplies.
