Description
In the wake of the October 17, 1989 Loma Prieta Earthquake, Caltrans commissioned an oral history project to document the personal and professional experiences of Caltrans employees who worked to restore the State's damaged transportation system. At the time of the Loma Prieta Earthquake, Bob Guinn was a Senior Transportation Engineer at the San Francisco Bay Bridge for Caltrans. In this interview, Guinn mentions the difficulties he had in driving to the San Francisco Bay Bridge from South San Francisco and communication issues with his cell phone not working. In his State car, over the radio, is how he discovered the news that there was “a span down in the East Bay.” When he arrived at the San Francisco Bay Bridge he had to wait until all the traffic was cleared from the bridge. He did an inspection of the West Bay suspension bridge, and once it was determined to be safe, Guinn went to the Caltrans West Bay Paint Yard to organize the arriving workers. Guinn had them placing orange cones on the upper and lower decks of the bridge to prevent people from driving to the damage section of the San Francisco Bay Bridge, while the CHP blocked unsafe ramps. Later, Guinn was involved with inspecting structures in the Embarcadero area and working on solutions to repair the San Francisco Bay Bridge.
