Shown is a lookout station on the roof of the seven-story branch City Hall at San Pedro. Police with power binoculars keep watch over the many million-dollar waterfront terminals and the ships tied up in the Los Angeles harbor by the maritime strike. Strikers up and down the Pacific Coast had adopted a strict ban on the removal of perishable cargo from the 175 ships tied up in coast harbors by the walkout of longshoremen.
