Photograph was edited for publication purposes Photograph caption dated June 4, 1962 reads, "Each day thousands of Valley elementary pupils swarm to and from school firmly clutching a broad, paperback book that many educators consider a major boon in reading instruction. If the present situation continues, however, pupils will not have their elementary workbooks when schools open next fall. The reason: no money. In order to present a balanced 1962-63 Los Angeles City School budget, Superintendent of Schools Jack Crowther was forced to lop off $179,350 ticketed for the books which were incorporated district-wide in 1960."
