From left are Van McWhirter, chairman of Off-Street Parking Committee; Robert S. Fuller, committee member; Arthur Meacham, committee member; and Robert J. Hale, president of Van Nuys Chamber of Commerce. Program calls for expansion of lot to 136-car capacity."
