Mr. Hall served as Chief Engineer for the Bear Valley Irrigation Company between 1891 and 1894. Initial single-arch dam built by Frank Brown and Edward G. Judson between 1883 and 1884. In 1891 began construction of new dam. Frank Brown in 1891 commissioned photographer Herve Friend to document expansion of Bear Valley dam and water system. Between August and September he photographed Bear Valley, Redlands and Moreno Valley. Made a series of mammoth prints (14 x 17 in.) and series of 8 x 10 in. prints which were distributed as individual prints or as albums by Bear Valley Irrigation Company to potential investors.
