Title supplied by cataloger. 4th Street, looking west, showing the "new" Grand Avenue pedestrian crossing. Construction appears to be complete, except for possible landscaping. Two staircases, joined by a landing, get pedestrians from a lower street to an upper one, possibly 4th Street. A building at the top of the stairs reads, "4th & Grand Service Garage" with the Biltmore Apartments directly across. Other apartment houses, no longer standing, are visible in the surrounding area.
