A crowd composed of a male majority gathers around a platform, where a large sign stands, bearing three American flags. The sign reads "Site of new State Building to cost $1,250,000.00. 190,000 sq ft. floor space - 12 stories construction to commence immediately. A state contribution towards reducing unemployment". In the background, a crane can be seen by a pile of rubble, where several people stand. Further back, the buildings of the city stand.
