Photograph caption dated November 8, 1947 reads, "The epic 'Tussle of Two Cities' continues, but amiably, as Earl V. Grover, left, vice president of Los Angeles Chamber of Commerce, and Frank G. Binswanger, his Philadelphian counterpart, tabulated respective populations. Secretary Belle Perry helps with adding machine to determine which city is third largest in U.S." Los Angeles and Philadelphia were battling for the title of the nation's third largest city. After some discussion, the representatives from each city agreed on the following points: 1) Smog is horrible ; 2) The traffic situation at Broad and Chestnut is just as tough as at Seventh and Broadway ; 3) William Penn was a fine man ; 4) Los Angeles is bigger in area.
