Poor planning and false economy were blamed today for the deficiency existing at the city's new $1,200,000 receiving hospital at Fifth Street and Loma Drive. Typical evidence is the high hill of dirt (arrow) which blocks ambulance drivers' view as they come out of the hospital on emergency calls, causing great danger of collison. Errors were pointed out to governmental efficiency experts by Dr. Charles F. Sebastian, head of the receiving hospital system. Architects are H.C. Chambers and Lester Hibbard.
