Date of photo estimated from the dates of his term in office (1896-1898). photograph mounted on heavy black stock. Image framed by an embossed decorative frame. Born in Ohio, he first came to Pasadena for his honeymoon, and stayed for two years. After returning to farm in Iowa for five years, they then returned to Pasadena. After a brief stint farming here, he was soon elected as President of the Board of education, and then on the City Council. He was mayor from 1896-1898. He then entered politics on the county level, serving as the County Recorder in 1903; then under-sheriff in 1907; then County Coroner starting in 1908 until his death in 1920. During his term as mayor the Board of Plumbing Inspectors was established; land use policy regarding the Dobbins Cycleway was debated and the use of partially nude women in advertising posters was object to by fully clothed women.
