Photograph caption dated July 11, 1964 reads, "Republican congressional candidate Ed Reinecke in the 27th District helps Mrs. O. L. Lewis, 1821 Clark St., Burbank, hang her flag. The candidate made a survey July 4th and found that 5,000 flags were flying in the area. Reineke is sending a note of congratulations with a copy of the constitution and bill of rights to all those homes which flew flags."
