Eugene Warren Biscailuz was born in Boyle Heights, a neighborhood of Los Angeles, on March 12, 1883. He was Under-Sheriff of Los Angeles County from 1921-1929. In 1929, he was appointed by Governor C. C. Young as Superintendent of the California Highway Patrol (CHP), where he organized the Highway Patrol system. Biscailuz was appointed Sheriff in 1932 and was elected to serve from 1934 to 1958. He died on May 16, 1969. Photograph caption dated April 16, 1959 reads "With total of 90 years' experience between them, Jack Eddington, retiring Los Angeles sheriff's captain, left, and Eugene Biscailuz, former sheriff, center, check new silent burglar alarm system developed by Telegronic Security Systems, Inc., which permits police to listen in to burglary or robbery in progress. Raymond E. Lee, president, demonstrates system. Biscailuz now is chairman of board of alarm firm."
