Photograph caption dated October 14, 1989 reads, "Crew members from six fire companies work to clean up extensive flooding in the Piper Tech complex, a city of Los Angeles facility on the east side of downtown. A 4-inch water pipe burst, and flooding began yesterday in the maintenance and technical building at 555 Ramirez St. Damage was confined mainly to carpeting on the lower level of the building."
