Robert Richards was appointed commander of the Foothill Division of the Los Angeles Police Department, which is scheduled to begin operation in early August, his superiors were stationing him in his home community. Richards, 43, a career law enforcement officer, who has been with the Los Angeles force since 1940, has been a resident of Pacoima, site of the new station, for eight years. The new captain of the new division isn't a stranger to Valley law enforcement problems."
