Description
William "Bill" Jacks, a deputy probation officer with Plumas County. who was honored as the California Handicapped Rehabilitant of the Year 1975. Left, Harry Towne (acting state director of rehabilitation, and second from left, Mario Obledo, state secretary of health and welfare. Right, Mr. Jacks' wife Mary Jacks. Jacks has a rare congenital muscular disease and has been confinced to a wheelchair all of his life. He has a degree from U.C. Berkeley.
