William "Bill" Jacks, a deputy probation officer with Plumas County. who was honored as the California Handicapped Rehabilitant of the Year 1975. Jacks has a rare congenital muscular disease and has been confinced to a wheelchair all of his life. He has a degree from U.C. Berkeley.
