Kenneth Hopper writes Mr. B. Inoue, of Sumitomo Rubber Industries, Ltd., thanking him for looking further into the records of early QC Circles in SEI (Sumitomo Electric Industries) and asks what proportion of workers took part in them in 1962 and last year. Hopper says he is concerned that his August 4th letter may have been misleading and that he is not qualified to assess the contribution of any Japanese manager to the "new" Japanese management. In the postscript, Hopper adds that he received a call from Gloria Reo, the managing editor of a human resources management publication expressing enthusiasm to publish a proposed article on the evolution of Japanese management. The letter contains Hopper's signature.
