Letter and report to California Governor Friend William Richardson provides contextual information surrounding the take-over of the Alabama Hills waste gate by Owens Valley residents. Waste gate is part of the Los Angeles Aqueduct, and its take-over comes as a response to water use practices by the City of Los Angeles.
