Description
Photograph caption dated December 13, 1984 reads, "While many parts of the Los Angeles area were blacked out, DWP workers were burning the midnight oil at still-lighted headquarters off Harbor Freeway". The moon shines above. The building, located at 111 North Hope Street, was designed by the architectural firm Albert C. Martin and Associates.
