Photograph article dated June 20, 1964 partially reads, "Former State Department security chief Otto Otepka last night was presented a plaque by the Valley Civic Club, with County Supervisor Warren Dorn making the presentation. Otepka, in hot water at the State Department for his testimony before a senate committee, did not speak at the meeting of the Valley group, although he addressed another Southland meeting a night earlier. It was explained he had not been given the department's permission to make a speech here."
