Description
In April 1915, Sacramento’s City Commission, a governing body that had been in place since July 1912, set itself to transparency with the release of its Official Gazette (known also as the Municipal Gazette). Founded through unanimous vote from the Commission, the monthly publication sought to be a “resume of all proceedings and actions taken since the present City Commission assumed office.” As an elected body – conceived as a way to blunt Bossism – the Commission consisted of 5 non-partisan members who, all sharing equal power, were elected for 5-year terms. The commission system was in place until 1921, at which time a new charter was created and a 9-member City Council put in place, along with a City Manager (Clyde Seavey being Sacramento’s first).
