Henry E. Carter served as deputy attorney general of California (1894-1899), was a California state assemblyman (1901-05, 1919-21, 1923, 1925, and 1927-28) and state senator (1905-09 and 1928).
Photograph caption dated November 8, 1928 reads, "Henry E. Carter of Wilmington, 71st District, also will be out of office in two years as result of the new measure voted on the same day as his election."
