Lieutenant Commander James Coulter (Captain of the ship).
Supplementary material reads:"Gershon. City desk. Illus. Canadian Destroyer. Her Majesty's Canadian Destroyer Crescent, 13th to bear name since 1588 when first Crescent participated in defeat of Spanish Armada. This one received surrender of German Navy in Channel Waters. Captain of ship is Lt. Commander James Coulter shown."
