Description
Hanging out on "Junkies Row," one of the many back streets where "crack heads" pass the time and take drugs. The primary mode of AIDS transmission among minorities is IV drug abuse, officials say. The Homeless Outreach Project is trying to distribute condoms and bleach for skid row people. Dated May 21, 1989.
