The men are standing in front of the Office Building, flanking a Safety Banner awarded to the Sacramento Shops: For promoting safety, July 1st 1917 - Sept. 30th, 1918. The photograph was reproduced in the July 1919 issue of the Southern Pacific Bulletin (p. 14) which identifies the men, from left to right as: H. C. Venter, General Foreman Locomotive Department; A. D. Williams, Superintendent of Motive Power; D. S. Watkins, Superintendent of Shops and J. Hall, Master Car Repairer. California Preservation Service (CAPS)
