Photograph caption dated June 28, 1983 reads, "A large group of South Los Angeles residents came out to Los Angeles City Hall to protest the crime around the liquor stores in South Los Angeles. Father Charles Burns and Cheryl Trotter, two of three area leaders urged the City Council to come down hard on the problem."
