Photograph caption dated September 28, 1959 reads, "During ground-breaking ceremonies for $260,000 building to house San Fernando Valley Board of Realtors, master of ceremonies Frank Pine, center, explains that flag held by Mayor Poulson, right, and realtors' president Fred Lamping is first 49-star flag to fly over Capitol in Washington, D. C. Presented by Congressman Joe Holt, historic flag will belong to new building to be located north of Sherman Way on east side of Balboa boulevard."
