Photograph of the Pacific Circle building under construction, May, 1931. The tall, rectangular office building can be seen at center. The wall has been completed at left, while at right, the wall is incomplete. A tall tower with four small turrets on top can be seen in the background at left, while a multi-story brick building is visible at right. Large bushes can be seen in the foreground.
A large sign in the foreground at left lists information about the construction project: "State Office Building John C. Austin & Frederic M. Ashley Architects Weymouth Cromwell Co.
