Photograph caption dated August 4, 1960 reads, "Groundbreaking ceremonies were held at 14340 Sylvan St., Van Nuys, for the administrative offices of the San Fernando District Health Center. Taking part, from left at front, Edward J. Cox and Arch L. Field, of the Board of Public Works, and Dr. Gil Gayler, health officer. At rear, Thomas Lannan of the Van Nuys Chamber of Commerce, and Rex Layton of the mayor's office. Estimated cost is $500,000."
