Photograph caption dated September 13, 1962 reads "Leading fight are Smith, left; Blincoe, talking with unidentified man; Oppen and Al Criz (pictured)." The article partially reads "The Valley chapter of the California Utility Users League had scheduled a mass protest meeting for Wednesday night and had predicted a turnout of 300 angry persons."
