Handy begins the article discussing how Shenzhen City is at the heart of China’s southeastern economic zone, how it has become a major metropolis over the last fifteen years, and how much of the Guandong province is accelerating in economic growth and development. He proceeds to compare the status of Guandong and Shenzhen City to Kuala Lumpur and how it has changed significantly over the last thirty years since Handy had been there. Handy then discusses the advancement of Singapore, Indonesia, Taiwan, South Korea, and Hong Kong, comparing the high rates of growth among these Asian Tigers to the relatively slow growth rate of Britain and other Western countries. He stresses that what the Tigers have in common is an emphasis on the minds and hearts of their people, a result of their collective emphasis on investment in education. Handy proceeds to emphasize that countries such as Malaysia, with its Vision 2020 plan, are striving for greater equality and more comfortable living arrangements for all of their citizens. He concludes the article emphasizing that societies have always been remembered in history for how they spent their money, not for how they acquired their wealth, and argues that Britain runs the risk of leaving no remembrance because the nation will not have earned enough to start with if investment in its people does not occur. Lastly, he stresses that Britain, along with the tigers, need their own Vision plan for the new millennium.
