Photograph caption dated March 20, 1961 reads, "Mrs. William Overdorff, 10452 Bloomfield St., North Hollywood, holds a parking ticket for which Tom Jackels, left, president of the North Hollywood Retail Merchants Association, is giving her $2 in coupons good for shopping in Lankershim boulevard stores. Parking ticket holders may pay their fines to the Los Angeles Police Department, then receive the coupons good for merchandise in downtown North Hollywood stores from the Retail Merchants Association at 5021 Lankershim Blvd. Jackels said the plan will continue three months."
