Description
Photograph article dated March 19, 1963 partially reads, "Saturday was a day to celebrate for Richard V. Brown, San Fernando's administrative officer. His family wished him 'happy birthday.' But his City Hall staff wished him 'happy anniversary.' Saturday, Brown's 39th birthday, also marked the end of his first year as the head of the city staff. It was just one year ago that a group of strangers threw an impromptu birthday party for Brown, their new boss.'
