"$10,000,000 project -- Here is the site of the proposed Civic center underground garage and bomb shelter which the City Planning Commission has tentatively approved. The shelter will hold 5600 cars and 90,000 persons when completed" -- Examiner clipping attached to verso, dated "January 8, 1951". Verso dated "January 26, 1951". "LA Civic Center" -- on verso (handwritten).
