Photograph article dated February 4, 1965 partially reads, "Judge Thomas J. Higgins believes there should be respect, rather than hatred, for courts of law. And the new magistrate of Division 67, Van Nuys Municipal Court, says he will continue to be guided by the reflection: There but for the grace of God go I. "Not every person who walks through a courtroom door is a criminal," he explained."
