Chavez, who is from Mexico, has lived in the U.S. for 40 years. The total of about 6,400 people was the second highest number ever to be sworn in on one day, said a spokesman for the immigration and Naturalization Service. Vietnam contributed the most citizens, 1,012, to the two massive naturalization ceremonies, followed by Mexico with 971 and the Philipines with 846. The Soviet Union also had a surprisingly high total of 175, the INS official said. The patriotic ceremonies were part of continuing attempts by the INS to clear a massive backlog of citizenship applications."
