Description
Photo caption published by the Sacramento Bee on January 21, 1969: "Charles Har pauses on the new I-5 bridge to view Discovery Park which is under several feet of water. The sign (circle) proclaims the end of construction but perhaps this will have to be rephrased when the water drops. In the background (arrow) is the old Jibboom Street Bridge. Heavy rain has caused both the American and Sacramento Rivers to rise. Discovery Park is at the confluence."
