Photograph caption dated August 13, 1954 reads "Ken Ulis, president of West Valley Junior Chamber of Commerce, left, is shown congratulating Van Nuys City Attorney Dan Whiteside, right, on his signing of California Safety Council Safety Pledge. Bob Wilkinson, City Councilman from 3rd District, watches. Both Wilkinson and Whiteside signed pledge, which is being sponsored in Valley by junior chamber groups. Goal of pledge drive, called Greatest Crusade in History, is to have 70,000 Valley motorists sign. In last 10 days, Junior chamber efforts have resulted in more than 10,000 signed pledges."
