Shown is a picture of a proposed pioneer memorial arch that would have occupied an eastern portion of Capitol Park. The sketch was done by Edwin M. Muse, chief delineator of the California Highway Commission. The arch was to accompany the construction of a bridge connecting Sacramento and Yolo counties at Y Street.
