Photograph article dated February 15, 1961 partially reads, "Mayor Norris Poulson, voiceless with laryngitis, Tuesday night surrendered installation duties for the Encino Chamber of Commerce to Second District City Councilman Lemoine Blanchard. Before a crowd of nearly 400 persons gathered in the Encino Community Center, 4935 Balboa Blvd., John W. Givens was inducted for his second term as president of the chamber...Archer Howard Hill was installed honorary mayor." Mayor Poulson passes gavel to John Givens, right, as Encino Honorary Mayor, Howard Hill, watches.
