He is reaching forward and painting the top of a model of the Hall of Records building. Also visible are the Hall of Justice and City Hall. The model extends across the entire images and incorporates much of the area around the civic center, including many houses and small buildings. In the background, rolled up maps can be seen on a wooden table.
