Image of a lighthouse on a rocky promontory with ships sailing nearby and image of a ship at sea at the top of a blank letter of safe conduct certificate granting the ship the ability to pass without "hindrance, seizure, or molestation;" embossed United States seal at bottom left; signed by President Thomas Jefferson and Secretary of State James Madison.
