The Los Angeles County Hall of Records with 3 flags over the doorway and an arrow pointing to the U.S. flag on the left. It was flown as part of a protest--the flag should have been in the center and above the other 2 flags (UN and State), but is instead on one side and level with the others. Photograph dated August 12, 1960.
