Photograph caption dated September 26, 1963 reads "Donald Tillman, Los Angeles City Board of Public Works president, smiles broadly as he hold (sic) a $1.2 million check presented by the Griffith Construction Co. It marks the first step toward acquiring right of way for a $4 million Nordhoff-Winnetka industrial park in Chatsworth. The company was recently awarded a $2.5 million contract for construction of necessary sewer and drainage in the 1,187-acre tract. Griffith will be repaid by assessment funds. With Tillman, from left, are C. F. Rees, Griffith executive; West Valley Councilman Thomas D. Shepard and Ben P. Griffith, company president."
