Photograph article dated January 24, 1961 partially reads, "A four-week tour of Africa and a meeting with humanitarian Albert Schweitzer led a San Francisco minister to propose a five-step program to better Afro-American relations. Visiting in the study at St. Matthew's Lutheran Church in North Hollywood, Rev. Charles Patrick Carroll said the elimination of the student exchange program between the two powers was a key item in his program. 'Education is the key to better relations,' the pastor of San Francisco's Grace Cathedral said, 'but it is America that needs to be educated.'"
