Photograph caption dated February 22, 1954 reads, "New offices for Van Nuys area Civil Defense groups are opened at Valley Market Town. Officials taking part in award ceremonies are, left to right, Van McWhirter, past president of Van Nuys Chamber of Commerce; Major Frank V. Pechulis, commanding officer of 551st AAA, Birmingham Hospital; Victor M. Carter, who contributed office space for groups, and S. E. Critchfield, of Southern California Gas Co., who contributed furniture."
