Photograph caption dated June 21, 1981 reads, "This handful of die-hard protesters was all that remained of a boisterous crowd of 200 that showed up when the University of California Regents voted whether to continue managing nuclear weapons laboratories for the government. The protesters carried signs outside the meeting room before the discussion began Friday. But despite the demonstration - and a parade of speakers - the regents still elected by an 11-4 margin to continue managing the laboratories. Earlier in the meeting, Gov. Edmund G. Brown Jr., one of those who had voted to sever the relationship, had pushed a proposal for a Center for Global Security and Cooperation to study nuclear disarmament and global cooperation. The regents accepted it for future consideration."
