Photograph caption dated November 9, 1961 reads, "Warren M. Dorn (standing at right), Los Angeles County supervisor whose district includes the Valley, shows latest plans for Valley Administrative Center in Van Nuys to his three appointees on the Administrative Center Coordinating Committee. Named by Dorn to the group that is seeking city, county, state and federal facilities in the 28-acre center near the existing Van Nuys City Hall, 14410 Sylvan St., are (from left) Herbert J. Penfield Jr., North Hollywood; Dave Anderson, Woodland Hills, and Rickard G. Norlander, Tarzana. About half of the 28 acres has been acquired in the development of the center."
