A 1959 presentation to the Feather River Project Association by William R. Gianelli, the acting Southern California District Engineer of the State Department of Water Resources, given on behalf of Ralph M. Brody, the Deputy Director and Special Counsel to the Governor on water problems. Gianelli discusses the questions on policy, contract principles and other issues that have arisen since the passage of the Burns-Porter Act. He then lists these questions and emphasizes that they need to be answered quickly yet not haphazardly.
